If you look at the American population as a whole, there are more whites being shot by the police than blacks. But if you compare the population of each individual race, then black (males between ages 17 and 35) come on top.
But then, this also depend on state and ethnic make up. For example, Latinos and Native American Indians are more likely to have a higher percentage of being shot in some regions than are blacks or black males.
Another thing is inner cities. For example, New York city is an area that is vastly showing up on the data radar now. This is a place where Latino male incarceration and being shot (daily, especially on weekends) have surpassed blacks. And this is an area outside Miami, Texas, California, Arizona and New Mexico.
So, as much as this could be argued back and forth, it is also good to note that some elements in the force are known to surgically doctor reports and data sheets.
